The Case for Project Management in Nigeria
From Babaginda’s SAP, to Obasanjo’s NEEDS, to Yar’Adua’s Seven-Point
Agenda, and now, Jonathan’s Transformation Agenda, the Nigerian
landscape is well filled with uncompleted and abandoned projects worth
trillions, and I mean trillions of Naira going down the drain.It
is no longer news that according to the Presidential Projects
Assessment Committee (PPAC) set up by President Goodluck Jonathan to
look into cases of abandoned Federal Government projects on submitting
its report, identified 11,886 of such ongoing or abandoned Federal
Government projects all over the country. The committee also estimated
the abandoned projects to be worth over N7 trillion. If projects planned
and abandoned by State Governments were to be added to this list, the
figure would be considerably much higher. And given that there is an
alarming rate of abandoned projects in the country every year, the
recorded figures therefore represents an incomplete estimate.

Why We Need a National Project Management Professional Body in Nigeria
There are laws and code of ethics guiding
the practices of Law, Medicine, Pharmacy and other established
professions in Nigeria. These professional disciplines also have
national bodies and associations that represent its practitioners, and
monitor and maintain the standard of its profession. Project Management,
though a relatively new and growing profession, has been globally
accepted as a professional discipline that is applied to many aspects of
an organization’s strategic plan.
Nigeria needs to set up a national body representing the interests of project, program and portfolio management practitioners within the country.

The definition of a professional body, as sourced from Wikipedia, is as
follows: A professional association (also called a professional body,
professional organization, or professional society) is usually a
nonprofit organization seeking to further a particular profession, the
interests of individuals engaged in that profession, and the public
interest.
From the above definition, one can deduce that the core roles of a professional body is: to maintain control of the legitimate practice of the profession, to safeguard the public interest, to represent the interest of its practitioners, to act to maintain their own privileged and powerful position as a controlling body, and to act as a membership association for professionals in the discipline.
Nigeria needs to set up a National Project Management Professional Body. The aim of this professional body should be to effectively monitor all federal projects (or public sector projects) from start to finish, to regulate and promote project management best practices, and to represent and connect project management professionals and practitioners across all sectors of the country.
